Editor’s Note: The video above shows KXAN Live’s top headlines for July 24, 2023AUSTIN (Nexstar) — The Department of Justice filed a lawsuit against Gov. Greg Abbott on Monday over the state's floatation barrier along the Rio Grande near Eagle Pass that the federal government says violates international and federal law. In the lawsuit, the DOJ argues Texas' construction of buoys in the river violates the Rivers and Harbor Act, as it obstructs the "navigable capacity" of U.S. water. The filing also notes Texas did not obtain a prior permit from the U.S. Army Corp of Engineers as required by the act. The Biden administration is asking the courts to stop Texas from putting any more barriers in the water and to remove the current 1,000-foot stretch of buoys at its own expense."Because Texas installed the Floating Barrier without seeking the Corps’ authorization, the Corps and other relevant federal agencies were deprived of the opportunity to evaluate risks the barrier poses to public s...

3M Open: North Oaks’ Frankie Capan III set to tee it up as a pro on the PGA Tour, with his mom on his bag

Charlynn Capan was meant to be a fill-in caddie. Her son, Frankie Capan III, was in the early stages of the Korn Ferry Tour qualifying process last fall and needed someone to carry his bag until another caddie could pick up the duties.Charlynn caddied for Frankie a few times in the past. She toted the bag for Frankie on an annual basis at a kids regional event in Port St. Lucia, Fla., for three consecutive years when Frankie was younger. The results, per Frankie — two victories and a runner-up finish. Not too shabby.Charlynn was also on the bag when Frankie reached the quarterfinals of the 2019 Western Amateur. The duo combined to win a U.S. amateur qualifier. So surely Charlynn could handle helping her son navigate pre-qualifying stages.Charlynn Capan playfully holds her son, Frankie, by his legs when Frankie was a child. Published Fri, 07 Feb 2025 13:05:30 GMT

A woman who says she was groomed and sexually assaulted at school by her former South St. Paul teacher can pursue legal claims against the school district, an appeals court panel ruled Monday. The anonymous woman sued the district in June 2020, but Dakota County District Judge David L. Knutson last year dismissed the case.A panel of three appellate judges on Monday overturned that decision, finding in a nonprecedential opinion that a reasonable jury could conclude the school district is liable for the woman’s abuse. The case now returns to the trial court. The lawsuit is one of two negligence cases against South St. Paul Public Schools involving sexual abuse by former teacher Aric Babbitt and his husband, Matthew Deyo. The other case, involving a male victim and abuse that took place in a hotel and a cabin but not at school, also was dismissed by the district court judge, but the appeals court in March affirmed that decision. The judges in that case said the school district could not h...
